In 2014, the risk of poverty or social exclusion
concerned about 10% of those with higher education and as many as 35% of those with
a lower education level (see Figure 9), and the gap was similar in 2008 (EU-27). Thus,
policies that target the less educated have potential to be successful in reducing the
risk of poverty and social exclusion. As under the Europe 2020 strategy, another
approach is to prevent children from leaving school early
