Between June 2014 and October 2018, internal security and/or terrorism were discussed at 13 out of the 29 meetings of the European Council and the topic mentioned in the conclusions and/or in statements thereafter. At eight of these meetings, internal security and/or terrorism featured prominently in the discussions, leading to a spike in attention paid to the issues in the European Council conclusions
