Proposals and legal acts adopted by the Commission

The following bar charts show the number of proposals transmitted by the European Commission to the Council and Parliament under ordinary legislative procedure (‘co-decision’) and other legislative procedures, as well as the number of non-legislative acts adopted by the Commission in each calendar year since 1999. The data shown are based on statistics from Eur-Lex. Acts related to day-to-day management of agricultural matters (‘ephemeral acts’) are excluded as they are generally only valid for a limited period of time. In the first chart, the dark blue bar for each year shows the total number of legislative proposals (basic and amending) submitted by the Commission to the Council, or to Council and Parliament. The second bar shows, within that overall total, the proportion of Commission proposals submitted under the ordinary legislative procedure (‘co-decision’) and other legislative procedures. One can observe a declining trend in the total number of proposals over the period, which is mainly accounted for by a reduction in proposals under ‘other legislative procedures’, while the trend for Commission proposals for legislative acts under the ‘ordinary legislative procedure’ (‘co-decision’) has been increasing slightly since the Lisbon Treaty came into force.
