Le Partenariat oriental a été mis à l’épreuve par les développements dans la région. En effet, le Belarus est le seul État participant au Partenariat oriental et ne connaissant pas de conflit territorial. Les conflits en Transnistrie (Moldavie), Abkhazie, Ossétie du Sud (Géorgie) et Nagorno-Karabakh (Azerbaïdjan, impliquant l’Arménie) ont pris le nom de conflits gelés . La dernière décennie a montré que le cessez-le-feu était relatif, puisqu’en 2008, la guerre a repris en Abkhazie et en Ossétie du Sud. Depuis, les deux territoires ont été reconnus indépendants par la Russie. Au Nagorno-Karabakh, la situation est précaire puisque les échanges de tirs sporadiques continuent sur la frontière.
